Can I apply for council housing in this or any other area?

The 2002 Homelessness Act made many changes to the existing allocations framework, covenants of the act mean that with effect from January 2003 Local Authority have a duty to consider applications from many groups that were previously excluded, "Blanket Exclusions" no longer apply.

s166 (3) of the act states

Every application made to a local housing authority for an allocation of housing accommodation shall - (If made in accordance with the procedural requirements of the authority's allocation scheme) be considered by the authority.

Therefore, applications from those who would previously have been excluded such as applicants from outside the area (including existing social housing tenants) must now be considered.
